This independent study by E3 was commissioned by Hydrogen Energy International LLC to provide insights into the question of: “What will be necessary for California to meet its commitment to reduce greenhouse gas emissions to 80 percent below 1990 levels by 2050?”

GHG Tool for Buildings in California v. 2
In 2008 and early 2009, the CEC PIER funded E3 to develop a tool which estimates the time-period differentiated greenhouse gas (GHG) emissions profile of buildings in California. Below you can download the revised (v.2) GHG Tool for Buildings in California and the revised final report describing the methodology and how to use the tool.
National Time Dependent Valuation
The National TDV analysis provides a proposed new basis for regionally differentiated air conditioner appliance standards at the DOE. Methodology, results, data sources and analysis spreadsheets are provided for 8 cities: Atlanta, GA; Chicago, IL; Fresno, CA; Houston, TX; New York, NY; Phoenix, AZ; St. Louis, MO; and Washington, DC.
BPA Renewable Study
E3 completed a study for the Bonneville Power Administration in May 2008 that looked at the cost-effectiveness of constructing new, long-distance transmission facilities for the purpose of delivering remote renewable resources to load centers in the Pacific Northwest.
"Electricity Leakage Analysis," Western Climate Initiative.
In October 2008, E3 conducted an assessment of leakage potential in the electricity sector for the Western Climate Initiative (WCI). WCI is a collaboration of western U.S. States and Canadian provinces aimed at establishing a regional, multi-sector carbon credit trading market to reduce greenhouse gas emissions.

U.S. EPA / DOE: National Action Plan for Energy Efficiency
E3 has supported the National Action Plan for Energy Efficiency for the U.S. EPA. The Action Plan's goal is to create a sustainable, aggressive national commitment to energy efficiency through gas and electric utilities, utility regulators, and partner organizations and has more than 60 partner organizations.
2007 Idaho Energy Plan
E3 served as advisor, facilitator and drafter to the Idaho Legislative Council, Interim Committee on Energy, Technology and the Environment in developing Idaho’s first comprehensive, statewide energy plan in 25 years.
