Electricity deregulation typically separates
a formerly integrated electric utility into unregulated generation
companies, a regulated transmission company, and one or more regulated
local distribution companies (LDCs). The post-reform experience
to date indicates that deregulation has failed to deliver reliable
service at reasonable and stable rates. E3 has been an active
and major participant in the deregulation debate, with its professionals
providing advice on:
- Will electricity deregulation deliver
safe and reliable services at reasonable and stable rates?
- Relative to the regulatory status quo
of integrated utilities, what are the benefits and costs of deregulation?
- Are there less risky alternatives to deregulation
that can improve the performance of the electric sector?
- If deregulation must occur, how large
is the stranded cost? And what should be the method of collection?

E3 at Work

Dr. Orans’s testimony before the British Columbia Utilities
Commission led to the rejection of electricity market restructuring
in British Columbia.

Dr. Woo’s advice delayed electricity deregulation in
Israel.

Testimonies by Dr. Orans and Mr. Horii led the Texas PUC
to reject the regulatory staff’s low estimates of stranded
costs.
