Brian has
spent more than 15 years in the electric power sector. He is the primary
architect of numerous computer models currently being used by electric
utilities across the United States and Canada. These models address such
topics as: estimation of area- and time-specific marginal costs, local
area load forecasting, evaluation of bilateral trading decisions in an
open access market, and the economic potential for distributed resources. Prior
to joining E3, Brian managed Pacific Gas and Electric Company’s
investigation into the Distributed Utilities (DU) concept, and also served
as PG&E’s expert witness
on revenue allocation and rate design in testimonies before the California
Public Utilities Commission. He has an MS in Civil Engineering
and Environmental Planning, and a BS in Civil Engineering, both from
Stanford University.
