Eric Cutter

Eric has expertise in water economics and water transfers, reservoir operations, energy and water efficiency program evaluation and design, and renewable portfolio standard implementation.  His current responsibilities at E3 include developing tools for municipal utilities to design and evaluate water and energy efficiency programs, assisting the CEC and CPUC in implementing California's Renewable Portfolio Standard, and assisting the Idaho Legislature in developing a state energy plan.  Prior to joining E3, Eric worked as an independent consultant in water and energy resources, evaluating the economic impacts of water transfers and developing integrated hydrologic, financial and economic models for use in legal and regulatory proceedings. Eric also worked for 10 years at Pacific Gas and Electric Company on electric transmission policy, natural gas transmission and storage pricing and policy, energy trading, and risk management.  Eric earned a B.A. in Economics and German from Tufts University and an MBA and M.S. in Energy and Resources from the University of California, Berkeley.
