Dr. Jim Williams
Jim’s practice areas at E3 include regulatory and policy support for clean energy technologies and reduction of greenhouse gas emissions; retail rate design for energy efficiency and demand response; and modeling/economic analysis of renewable generation, energy storage, and distribution automation. In over 20 years in the energy industry, he has worked as an oil exploration field engineer, directed the Native American Renewable Energy Education Project, and installed a village wind energy system in North Korea. Jim is a lecturer in U.C. Berkeley's Energy and Resources Group, where he teaches quantitative methods in environmental science. He received his Ph.D. from U.C. Berkeley in 1995, and has a background in physics, engineering, and Asian studies. Recent publications include “Electricity Reform in Developing Countries: A Reappraisal,” Energy (2006) and "Asian Electricity Reform in Historical Perspective," Pacific Affairs (2004).
