Western Climate Initiative “Electricity Leakage Analysis”

In October 2008, E3 conducted an assessment of “leakage potential” in the electricity sector for the Western Climate Initiative (WCI). If only some jurisdictions are regulated, the possibility of “leakage” in carbon emissions exists if plants prohibited from serving load within a jurisdiction are nevertheless run to serve load in other jurisdictions.

WCI is a collaboration of western U.S. States and Canadian provinces aimed at establishing a regional, multi-sector carbon credit trading market to reduce greenhouse gas emissions.
