Charlotte Fagan is a Senior Managing Consultant in E3’s Integrated System Planning practice, where she focuses on transmission planning, regulatory pathway strategy for multi-jurisdictional transmission projects, and utility strategy. She brings experience leading complex, cross-functional energy planning initiatives and supports utility and public sector clients in developing forward-looking strategies to enable decarbonization and grid resilience.

Before joining E3, Charlotte worked at National Grid, where she led projects related to interregional and local transmission development, including efforts for New York’s Coordinated Grid Planning Process and Proactive Planning Proceeding. She also managed a DOE-funded study on forecasting EV freight corridor charging needs and contributed to numerous policy and regulatory proceedings. Earlier in her career, she worked in international development, building supply chains and programs for nonprofit bicycle initiatives in Latin America and Africa.

Building from her experience in international development work, Charlotte is passionate about the US’s role in accelerating and bringing down the costs of a clean energy transition so that all parts of the world can have clean, reliable and affordable energy access.

Outside of work, Charlotte is a competitive bike polo player, long-distance open water swimmer, and cat mom to the incomparable Dolly Purrton.
